State Mandated Balcony Inspection Key Requirements & Overview
The balcony safety inspection and filing rules are managed by the Florida Department of Business and Professional Regulation (DBPR) Division of Hotels and Restaurants.
Frequency: Inspections and certifications must be completed and filed every 3 years.
- Applicability: Applies to any public lodging establishment 3 stories or more in height. This includes balconies, platforms, stairways, and railings.
- Qualified Inspectors: The inspection must be performed by a “competent” professional. According to the DBPR, this is limited to a State-Licensed Architect, Engineer, or General Contractor.
- Legal Code: The requirement is formally established in Florida Statute 509.2112.
What the Form Covers
The DBPR HR-7020 document requires the inspecting professional to provide the following details:
- Total number of areas/units inspected.
- Total number of defects found.
- Date repairs were completed (if applicable).
- Inspector’s credentials/license information and signature.
How to File
Once the competent professional inspects and signs off on the property, the operator must submit the certified DBPR HR-7020 form to the state DBPR and the local municipal or county authority responsible for building and zoning permits.

The 2 story apt (red balcony stairs, images 5,6 & 7) shows remedial work for aluminum corrosion as the oxide is removed, the rail is coated with the red proprierty materials up to 1 inch from the floor thus preventing the loss of aluminum balconies due to contact with the lime in the cement.
